Plastic reflectors have ECE 3 approval (ECE 3 regulates the subject of ‘Reflectors for motor vehicles’).
Unfortunately, our films are not approved for the necessary standards. You could theoretically work with the 
3M™ 983 Conspicuity Tape | , but then you would have to apply for type approval for the exact cut and installation position on the vehicle, which is probably not worthwhile for a small number of units.
When asked, the manufacturer 3M&tradde; informed us that they are only aware of individual cases where reflective film has actually been approved as a reflector in accordance with ECE 3.
